Breaker is an OC built pretty much for this world. His personal history is that he had no real connection to most emotions other than "massive anger issues", so he left the Clans and went out into the wilds of the USA around the time he turned thirty.
He's in his late 150s or so now.
He bummed about being an enforcer type because, well, literally couldn't care less about what he was doing as long as he could get some of that anger out. He mellowed out as he got older, to an extent, and joined the study to get him some thinking time away from the people he was considering ditching.
Breaker's powers are limited to extreme strength. Superman levels of strength. He can't fly, etc., but he can stop a running behemoth with his bare body and be fine. Flip a car, no problem at all. Carry a car around? Sure. Lift a train? Yup.
He's got minor bonuses to speed, hearing, sight, etc.
Arithon's canon is CHOCK FULL of magic. So his AU history is very different.
Once there was a woman who married a jackass. She had a kid with him, then had an affair with another man and had a kid with him. She then decided that she was just not cut out to be a mother and buggered right on out of this AU to live her own best life as a deadbeat mom.
So! Single dad (and occasional Robin-Hood-esq thief) Avar s'Ffalenn raised his actually remarkably well adjusted, considering everything, genius son with an eye towards getting him settled in safely at some kind of university or some such, living a nice, safe academic life.
Avar was a great dad, a bad influence, and not particularly good at pushing his own agenda, so instead Arithon became a touring musician. But! He didn't get into jail, take after his dad's sticky fingers, or end up like his mother, so Avar figures he did a pretty good job in the end.
Arithon's half brother is a great guy, bit of a jock, has moderately bad feelings on Avar but when Arithon and Lysaer run into each other it's less "grr, argh" and more "beer? Cool." followed by catching up for an awkward hour and then manufacturing reasons to not be around each other any more.
Arithon's powers/changes: •Control over shadows. •Illusions. •Projective empathy via music. •Inability to hold a grudge - literally. •What we will call "High Magic - with a cost". He can do almost anything...but there will be a cost equal to what he does if it is not one of the above things.
Ari is going to be helping Rachel learn to be a part of the world, and deal with Xavier. He and Rachel are also going to have to learn to live apart from each other, which will be hard. In addition, he's going to need to gain control over his High Magic, since otherwise he'll be making all kinds of trades without understanding what they mean.
Minamimoto Himari was an Olia of Japanese descent who wanted a baby. She did not have a romantic partner, and wasn't looking for one, as her family had some health issues that she didn't want to saddle someone with...but she wanted a baby. While on a business trip to the Territories she mentioned her desire for a baby to a friend, who told her about the half-Olia, half-Katzu who had donated rather a lot of sperm to the banks. Several months of counselling later and Himari returned to Japan with a list of doctors to see about her own health issues, and a baby growing in her womb.
Naming him Sho she was thrilled when he was born squalling, loud, and healthy. Very healthy. As he grew he had a lot of his father's traits; while he'd never be mistaken for Katzu he had larger, more omnivorous teeth (including a set of canines that could only be called small fangs), was extremely tall compared to his petite mother at 6', and had a much more omnivorous digestive system than either parent. His own, personal joke was that he was an early evolution of human: that perhaps humans evolved from Olia/Katzu hybrids.
Despite being absolutely terrible at cooperating with other people, Sho was friendly and funny enough to get along with other people...except at school, where his ego had him annoying the everloving shit out of the other kids. He excelled at maths, sciences, music, and art...but had abysmal grades in anything that didn't interest him.
Around when Sho was eight his mother met, fell in love with, and married an Olia man by the name Sato Hiroto. Sho was happy for his mother, and even did his part in babysitting when his siblings came along, but by eighteen he was ready to be out. He never had a big falling out with his family, he and his stepfather didn't hate each other, Sho just wasn't...big on grouping up. The bigger the family got, the less that he felt like he fit in. They were all so very...the same. And he was not.
A letter offering him a spot in a study that could pay for university in the US?
His mother was sad to see him go, but so proud of him.
• Weird, non-functional wings. He can show 'em off or not, but that's about it. • Black "tattoos" on his face, arm, and chest ala TWEWY. • Insta-teleportation from all non-AOE damage. • Teleportation • More-or-less force-bolt. • Inhumanly fast calculations. • The metabolism to keep up with all the above. Boy eats like a black hole.
Sho will be learning how to function as a mad mathematician with an over-clocked brain. With the help of his functioning-self-control kid (like a seeing-eye-dog, only a small child with common sense) he'll be putting his brain back together one step at a time.
Eventually he'll be getting together with Victor Creed and destroying Khemrys' cult of origin because fuck those guys.
For Chrome's backstory I'm sticking as close to canon as is possible without the...*waves hands vaguely* magical pacifier baby mafia magic?
Basic timeline of Reborn! canon, in this world:

Mukuro, Ken, and Chikusa did a massacre. •Pretty much everything that can happen without weirdness happened as in canon. •Mukuro actually having weirdness almost killed people. Details will be provided only if necessary. •Kokuyo (Mukuro, Ken, and Chikusa) spent some time in mafia jail. •Upon getting out Mukuro met Chrome. •Upon Chrome ending up in hospital and being left to die, he adopted her. Or kidnapped her. Or rescued her. Matter of perspective, that. •The REST of canon happens pretty much as closely as can be. No Ten Years Later. •When Kokuyo (minus Chrome) leave Japan, Chrome gets adopted by Yamamoto-san. She accepts this in the manner of a cat being dragged along by a two year old, at first, but eventually comes to love it.
• Real Illusion: Effectively as long as she pumps power into her illusions, they function exactly as if they were real. Full touch/taste/smell/sight/hearing, fully weight bearing, real until she's not powering them anymore. Then they are fully gone. • Organ support. She's always bolstering her own damaged organ functions with a combination of real illusion and raw power. • Shield. A misty purple shield that keeps anything she refuses out of it. Downside: If broken, could kill her. • Limited telepath: she and Mukuro can talk to each other via two-way telepathy, otherwise she's mostly a receiver.
Chrome is hips deep in trying to figure out where this drug came from, who developed it, and how to punish (aka kill) the hell out of the people who are doing it. As a professional assassin she has no qualms about getting her hands dirty, she only wants to know if she's going to get paid.
Considering that these people fucked over not just her but also her childhood best friends and her Jono she isn't too worried about being paid. It'd just be nice if she could sweettalk someone into it.
